
OBSERVE
– Support for setting up National Building Stock Observatories
OBSERVE addresses a critical gap in the building sector: the lack of standardized, reliable, and high-quality data for tracking carbon emissions and assessing the impact of building policies. In response to the revisions in the Energy Performance of Buildings Directive (EPBD), this project will create standardized protocols for data collection, reporting, and management. By coordinating with EU Member States and enhancing synergies with relevant initiatives like the EU Building Stock Observatory, OBSERVE aims to streamline the monitoring of energy efficiency in buildings and support more effective policymaking. This will directly assist six Member States while sharing best practices across Europe.
Develop and standardize protocols for the systematic collection, aggregation, and reporting of building-related data across the EU.
Optimize data collection methods to ensure consistency and reliability, addressing disparities in data quality and types across Member States.
Enhance collaboration between national authorities, EU bodies, and relevant initiatives to improve the coordination of building data collection and reporting processes.
Support the implementation of national Building Stock Observatories in six Member States (Croatia, Cyprus, France, Greece, Italy, Spain).
Facilitate the monitoring and assessment of energy and climate policies to better meet the EU’s 2030 climate goals.
Disseminate best practices and governance models to other EU countries, fostering a unified approach to building energy efficiency and carbon emission reductions.
